can an CSS squad commander issue an order to his own squad if they are embarked in a chimera ?

can a CSS squad commander issue orders to a PBS squad possibly making there soulstorm power twin linked vs MC or vehicals or reroll cover saves ?

can an CSS squad commander issuethe same order twice to 2 different squads.. there doesnt seem tto be anything saying they cant do that.

1: No. Codex guard, Pg 29 "Orders cannot be issued to squads that are embarked in a transport vehicle..." and Pg 39 "An officer embarked within a chimera may still issue orders..."

So while they may issue orders, they cannot recieve them. Even their own.

2: Maybe. Pg 30, bring it down says "The ordered unitimmediatly shoots at the nominated target, counting their weapons as twin-linked" Emphasis mine. Arguements could be made that although their psycic power is a shooting attack, it is not a weapon per se. So it wouldn't be twin linked when shooting, although their las pistols would if you chose to use them instead. Personnally i'd let you twin link soulstorm.

3:Yes, as long as it is isued to a different squad (squads cannot recieve more than one order, failed or succeded)

Hrmm.. Interesting point of contention. Kind of lame logistically, but I see your point.

Being able to issue orders whilst safe in a transports could lead to large amounts of broken. 2x CCS's & chimeras + bastonne, vets & a chimera would equal three BS4 vehicles able to issue orders to themselves with very decent weapon loadouts. Similiar for platoon command squads @ bs3.

Soulstorm is a psychic shooting attack. Its not a weapon. The two terms are mutually exlusive.

Too be fair.. it's all worked out quite well!
