they might be a tiny bit to small, its what i've foudn in the past with 1:35 sutff. most GW is histting 1:38 apart form lotr rubbish.
you might be able to sue the vehicle as a base and bulk up the drivers cab

The Imperium of Man is able to traverse the Warp with difficulty when their Emperor concentrates from his golden life support machine and lights the way. Unfortunately, because the Emperor has the attention span of the average 5-year-old Pokemon fanboy, this means that many an unfortunate Imperial ship has had the WTF WHERE'D THE LIGHTS GO experience, which in the Warp is invariably fatal. |

Actually 1/35th scale is massively oversized for 40K. The appropriate scale for 28mm figures is 1/56 or 1/58. Look at a company like Sloppy Jalopy for example. Of course, other than the " lotr rubbish" GW doesn't make an accurately scaled human so I suppose in the end you just want to make sure that the models look "right" rather than exactly in scale. But, the driver's cab on that truck is going to be way too big for your Guard.

GW uses "Heroic" 28mm scale, meaning they don't keep things to scale. Try somewhere in the range of 1/40 to 1/50 scale, and you might have a winner.

One thing to bear in mind with building for 40k is that what is "to scale" isn't necessarily the right size. As has been stated, 40k runs large. There has never been a tank the (scale) size of the leman russ so far as I can think, and certainly not modern tanks. I discovered when getting models for my Lost and the Orky that I needed to decide how big I wanted the end model to be, and then get something that size, whether it was a 1:35 Panzer (roughly LandRaider size) or a 1/75 truck (which was a little small for a trukk).
Still, as a rule of thumb when buying blind, I agree that 1/40-1/50 is your best bet.

Wargames Factory sells true scale 28mm which they clain as 1/56. So 1;54 1;48 is probably your best bet for 40K

"But me no buts! Our comrades get hurt. Our friends die. Falkenburg is a knight who swore an oath to serve the church and to defend the weak. He'd be the first to tell you to stop puling and start planning. Because what we are doing-at risk to ourselves-is what we have sworn to do. The West relies on us. It is a risk we take with pride. It is an oath we honour. Even when some soft southern burgher mutters about us, we know the reason he sleeps soft and comfortable, why his wife is able to complain about the price of cabbages as her most serious problem and why his children dare to throw dung and yell "Knot" when we pass. It's because we are what we are. For all our faults we stand for law and light.
