i play dwarfs and want a second army should i pick lizardmen or dark elves.

Well, both will be a pretty different change up from Dwarfs.

I say go with the DE to get a feel for really fast but low T army with lots of Magic. I imagine it'll be like night and day.

Without more information It's going to be hard to give good advice. Dark elves Elves are a bit more powerful, especially at range, but aren't very forgiving. Lizards are VERY forgiving, but are a bit slow and not as dangerous at range.
