Do the rules make them worth buying along with Imperial Armor V.2?
Also are they user friendly enough for a novice modeler to assemble and paint?

If you like the look of that model then its well worth its position in your army and its not much more difficult then your typical rhino. BUT this is a perfect opertunity to get some costom modelin experence. a few arials sat dishes and vox casters and you have your own command rhino. kit it out with more stuff then your avrage rhino. a comander on top and some extra armor for a bit more survivability.

Another consideration is investing in a command vehicle changes the way you use your army. a mobile command is very diffrent to a infantry one.
having an infantry based army would be pointles. a mobile command is best suited to heavy of fast attack based armys.

I'd have to say that even if you have to salvage a few parts from other plastic kits, even outside of 40k ones, don't drop the cash for a model like that when you can easily kitbash one and save the money; or spend it somewhere else if you so choose

It's a cool model, even if you just use it as a normal rhino - be great for a commander and retinue. But the FW kit is expensive, and a fair bit of the cost is presumably for the interior which won't normally be seen, so yeah, I'd be tempted to make my own 'closed top' version

i think im going to try and make it by moding some old terrain pieces and plasticard. I will let you guys know how it turns out if i ever end up winning one of these rhinos off ebay.

I converted one too. Its well worth the points in apoc , I think you get an orbital strike and a reroll on deepstriking. All for 60pts extra , bargin!. I made mine by making a plasticard radar dish and mounting it on a base of plasticard about the size of the pair of doors/hatches on the top . And when I need to use it I blue tacked the assembly over to the top of the hatches on the rhino.
