Do you have to declare before a match which weapon is master crafted? Or does the upgrade apply to any weapon equipped?

Shurely you must declare it in you list. I don't think applies to all the weapons your model is carrying.

I haven't checked the rules but, you'd be TFG if you say -" My space marine captain has a master crafted something, I'll decide whether it's his plasma pistol or power sword later on... depending on when I roll the

What army army are we talking about? 5th Ed Codex Space Marine tells you which weapons are master crafted as you can't buy them anymore. If your talking something like Daemonhuners or Witchhunters then it be which ever weapon you bought it for.

In old codex's where Master Crafting is still an Option, you must Declare which weapon is Master Crafted IN THE LIST. You Cannot flop-flop between games in a tournament (unless the TO lets you, which I highly Doubt).

For friendly play it doesn't matter as much.

You have to declare it up front. I knew a douche that tried to say it was RAW that Ragnar could use master crafted on his bolt pistol for his frost blade

By RAW he has both a Master Crafted Bolt Pistol AND a Master Crafted Frost Blade
