I don't know if this is the right place to post this but I was interested. It might be an easy answer but I remember the confusion with turboboosting with bikes a while back, so I thought it best to ask.

Fast skimmers do not "turboboost" but rather can move "flat out" 24 inches. Moving flat out is no different than moving at cruising or combat speed: all speed ranges limit what weapons you may fire, and determine how fast you can move.

You are right... but read the rules for skimmers.
Normal fast vehicles: flat out=18"
Fast skimmers: flat out= 24"

Skimmers can move 24" in the Scout move. Simple.
What they WONT get is the Cover save if the enemy is going first, because of the diference in the wording between Skimmers moving Fast and Turboboosting.
