Can you go to ground while your unit is broken, if it comes under fire?

Can you go to ground when under fire, even if you wouldn't use the cover save?

If you can go to ground while broken, when you come up from the ground, do you act normal or are you still broken?


Here's the situation.....Space Marines tank shocked and broken. Nearby Valkyrie kept them from regrouping. A squad fired lasguns at them. The Marines went to ground, thus regrouping, and being able to act normally the next turn.

Was this legal? I've looked at the rules, and I have seen nothing that says no, but I usually miss something.
