So normally you can't shoot out of a vehicle that moved at combat speed, right?
However if you disembark you can shoot? I got into an argument with a friend with this. I'm kind of confused because it seems weird that you can't shoot out of the vehicle that was moving that fast, but you can simply disembark and shoot. But then again I was on a long hiatus and the logic may have escaped me.
Would this also mean a transport could move 12", 2" disembark and the squad could run +D6"?

It's called game balance. If you disembark at 12", you can shoot or run just fine. Hell, if it open topped or a Land Raider you can even then assault (or run AND assault if you have fleet)

Correct.
I believe the logic is the vehicle is moving to fast for you to get an accurate shot out of the fire point, but if you then get out after it stops, you no longer have that problem and can shoot just fine. Or run.

It's hard to compinsate for a bouncing transport when your trying to fire your rifle. It's much easier on foot. That and game balance.

Nice try, but there really is no logical way to explain it, this inconsistency is either an accidental oversight or intentional game balancing.
Picture an ork trukk, moving 12".
At the time the orks disembark the trukk has stopped moving. (move+disembark+ additional move is not allowed)
After the trukk has stopped moving the orks inside still have time to disembark+shoot+assault, but don't ask them to fire out of the trukk they didn't have time for that ...
Only way you can make this picture fit is to attribute a backward time travelling effect to the act of disembarking.
if you need to screw with the space time continuum to make something sound logical, it's a sure bet that it ain't logical at all...

Nice try, but wrong. Who says the Ork Trukk is not moving? Do you honestly think that in the 41st millenium Land Raiders move for a bit then stop then move for a bit? No, the trukk stopping is just an abstraction in the game rules. More than likely, the Driver is gunning the engine, and Da Boyz All leap from the trukk, all landing safely (Cauz Day iz well 'ard) then unleash their Dakka on the unsuspecting victims and charge all at the same time. And do you really think a Rhino Driver is going to Stop Fully for their Super Duper Marines to all climb out, and stay still twiddling his thumbs for a while while they go off and do stuff?

Yeah, this is why I didn't fully buy it. I was thinking of it in the context of this: You are riding in the back of a pickup truck, firing a paintball gun. The truck is going ~40 mph, ok yeah I can imagine the bumping and shaking and stuff is going to make it impossible to shoot anything accurately and you may be too preoccupied with holding on for dear life instead of aiming your gun. But at the same time, having it abruptly slow down/stop and hopping out some distance doesn't seem to make it any easier to fire- in that instance I kind of asumed you'd be too preoccupied with getting out than shooting.
What also makes it weird is you could have a transport (lets say open-topped for simplicity here) that moves 12" but because you're some eagle eye you know that your assault/rapid fire weapons are going to be 2" out of range at that distance. But doing a 2" disembark, moving even further suddenly puts you in range.
buuuut I guess that's just how the rules are :shrug:

You get out as the last thing you do in the movement phase. By the time the shooting phase starts, you are out of the vehicle and stationary.
So your riding along at high speed holding on for dear life, then the brakes slam on and you hold on and pucker for all your worth, leaping out as soon as the vehicle has slowed enough to do so without breaking your neck. Where did you have time to take a shot from inside the vehicle in all that?
Now your safely on the ground (and in the shooting phase). Feel free to shoot. Might want to unpucker first though, it will make aiming easier.

And if you are an Ork or Blood Angel, you don't even have to wait to slow down!
Also IIRC there is a Dark Eldar vehicle upgrade that lets you embark at any point of the move and keep going, which I would put as one more proof that the vehicles don't fully stop every now and again

You should give this a try. After a couple of practice goes you get in the groove of getting a few paces from the door and hitting the deck firing.
