I would like to start playing HE and WFB in general, but i don´t have a thing.
what is the cheapest way to get rules? do i have to buy dwarves and O&G for the small book? Or is it good idea to buy the Big One?
and what about the HE army? What is good to get so i can get in to battle? I am total noob so i don´t know what i have to have to start fighting

First off WHFB is not really a cheap hobby to get into. That said there are ways of getting things cheaper than full price - certain internet shops give you between 10 and 20% off retail, there's ebay, also buy sell and swap forums like Dakka2's, bartertown and wargamerau, etc.
To get into WHFB I got a small rule book from a local game trading forum, almost all of my 2000 point VC army is second hand from ebay and wargamerau, and anything bought new was from a discount online shop, especially when there was a clearance sale.
And I expect this will get moved to the proper area shortly.

Hi there, looks like you posted in the 40K section instead of the Fantasy section. 40K is the futuristic version rather than the Fantasy version.
In any case the things that you WILL need to play (unless you can borrow a friends for a while) is the main rulebook for WFB and also a Codex for the army that you have chosen.
I'm not familiar with the general setup of WFB stock, but the best bet would be to buy a box set for the army you have chosen, these will give you the basic elements of any army you want to play and you can easily expand your force later when you are more familiar with what you want and the rules.
For getting things cheaper?
There are plenty of online shops that sell Games Workshop stock cheaper, sometimes by up to 20% off, otherwise there is always ebay. I don't have anylinks to these shops bar one, so hopefully some other kind dakkaties will post them for you.

For now, get hold of the rulebookand the codex, otherwise you will never know how to play.

@bendercz: The Battle for Skull Pass introductory boxed set is not a bad way to get started. It gives you 2 small forces- not realy enough to be called an army- all the basic rules in a convenient mini-rulebook (the big hardcover version has larger print, which is nice, and more pages on the hobby aspect & warhammer world background, in color), and a really really simplified set of tutorial scenarios to help you learn the basic mechanics of the game. That said, unless you plan on collecting Dwarfs or Orcs & Goblins as one of your first armies, you'll end up with a lot of stuff you won't use.
The other posters have given good, basic 'getting started' advice, so I won't repeat it. I will say, try to find a game store in your area that carries Warhammer, and find out if they have gaming times, or can point you in the direction of local gamers who can help you get going.
For High Elves, you need the most recent (7th edition) army book. The GW High Elf Army, at $175, is a pretty good starting point. It will give you all the spearmen and archers you are likely to want for a while, a unit of cavalry, two war machines, a chariot, and four characters. (It's better than buying 2 HE Battalion Boxes at $90 ea.) You don't really want to be buying units until you know more about the game, and the sort of army you like to command.

High Elves are actually a really good choice for a starter army. Very strong and very forgiving on the battlefield. Plus the models are pretty nice.
I'd avoid the Battle for Skull Pass set. I mean it does look pretty good as like a basic intro to Warhammer, but if you've ever played 40k you should be fine in picking up the rules. Plus, you'll end up with a lot of models you'll never use (although you could probably trade the night goblins for something... unfortunately the dwarves are too ugly to get anything decent)
They have an army deal on the website (besides the battalion box), but other than that I think they've discontinued the 25th anniversary set.
Honestly? I would suggest going to a local Games Workshop (if possible) and ask for a demo game. You'll probably get a decent understanding of the mechanics of the game (besides magic). Hopefully they don't try and hustle you into buying the starter set (if they do just nod and smile  )

yeah rules are not problem for i just like reading book ( if i get my hands on it ) on a toilet
in our country we dont´t have GW ( good or bad?  ) only few stores with tabletob games and wargames in general ( like 4 in who country ..... and those guys don´t know much about gaming, just the general stuff ( if they arenˇt actually players themselves, but thats rare )

Yeah that will probably limit your options, but nonetheless I think you should be fine. If you're looking to just play fun, friendly games (which it sounds like you are), than really the battalion box wouldn't be a horrible start. After that it's really up to you, since basically all the units in the high elf army are super strong. If you browse around the Warhammer section of Dakka you're bound to find a lot of info on high elf lists, and how to play them properly. happy gaming!

I'd say, play the army that you like.
By that I mean the army that you like the looks of. Look at all the armies there are, determine which look good to you and which don't.
Then try to find out about the playing style of the army's you've picked. You might love the Dwarf models but if you want an army that races forward into Close Combat then they may not be the appropiate choice.
So not only do you have to like the looks but also the way it plays.

Oh God not ANOTHER HE player. Always strikes 1st is such a BS rule >.<
I have lost so many Bretonnian Knight Units to white lions/swordmasters when I CHARGE THEM >.<
(ON a side note as a bretonnian player there is no real easy way out of those situations)

have you seen the size of Bretonnian Knight unit flanks,They're BIGGER than TEXAS!? Have you ever tried to maneuver a 12 man knight unit with 3 man ranks? In all fairness i never said they were unbeatable, just a glorious pain in my arse.
But if you look through the Bretonnian army book the only actual good units in there are knights, everything else pretty much blows, granted peasants are cheap... they still blow.

Hmm... iirc there should be some tatical advice on GW's website. Here is the basic overview of most armies. If you need more detailed tatics there should be some under each individual army.
