Might want to try these:

The Hoplite shields are 21mm in diameter.

Probably somewhere I shouldn't be

I only know of two sources, one cheap but only OK, the other better quality but more expensive. They're 28mm, but because storm shields are pretty small anyway, it should look OK, you may want to add plasticard sheeting to the back of whatever style shields you buy to make them chunkier.

Black Tree Design sells shields of various roman infantry (bottom of the page) from various periods for 5 GBP for 20

Wargames Factory sells a box of 48 legionaries for USD30, but you also get transfers.

Otherwise, your best bet is to get creative with plasticard and thin plastic rod. You can bend the plasticard around a thick dowel to get a curve in it, and use thin rod to edge them. The brass-etch Imperial eagles from forgeworld would look good on the front too.

At least 1mm, that would be a decent base to start with. Take one of your models to the hobby shop and use it to discover what looks about right.

I don't think you can beat Wargames Factory or Warlord games for price and quality.

Both have large plastic roman kits.

I've bought helmets in the past and the sculpt/cast quality is decent.
