sorry for the noob question, but reading korsarro's entry in the codex confused me, it says if riding moondrakken he can run in the shooting phase and gains the fleet rule, the fleet rule I understand he loses when joining a squad without it, but the run in the shooting phase ability isn't one of the * type ones, does this apply if he has a command squad on bikes? the bike rules state they cannot run in the shooting phase (pg53)

No, Running is not a USR at all.
Bikes may not run, Period. Moondraakan is a Bike that has a Unique Special Rule saying "Sod those rules, you may run." No other bikes get that rule. In Short, Kahn is kind of useless, as he must be alone to benefit from Moondraakans special abilities.

Yes KK only gains the benefits of fleet or the ability to run if by himself. however he does add the Furious charge and Hit and run rules to any squad he joins.
In short, KK is FAR from useless as the command squad with a fair amount of power weps + KK is one badass squad.
(after all that's a lot of str5 Init 5 Power weapon charge attacks)
