I have been under the impression for a very long time that beasts are unable to climb to different levels. However after a quick flick through the rulebook I have been unable to find this ruling. Does this mean my hormagaunts are (ever so slightly) more viable?

Your impression was correct.

Page 83:
Only certain troops are capable of clambering to the upper levels of ruins. Accordingly, only infantry, jump infantry, Jetbikes, monstrous creatures and walkers may move on the upper levels of a ruin - and only if the model can physically be placed there. Other units may only move on the ground level of the ruin.

Beasts are not on that list.

Well, by RAW yes, because a ramp wouldn't make ruins into non-ruins. However, if you discuss with your opponent ahead of time then you could say "this ramp allows beasts and bikes to climb to the second story" or whatever. Terrain is mostly player-defined.

Exactly right. Ruins are ruins, and Ruins say "Other units may only move on the ground level of the ruin." It doesn't matter if there is a Ramp and a Disability Lift, they still may not go above Ground level.

Exactly right. Ruins are ruins, and Ruins say "Other units may only move on the ground level of the ruin." It doesn't matter if there is a Ramp and a Disability Lift, they still may not go above Ground level.
Looks like the poor beasts are too scared of the height to climb up a ramp
