After having a few good test games, I felt I was really lacking in the Troops Department.
Here is the new list:
-HQ-
Vulkan = 190
-Elites-
Terminator Assault Squad 3 TH/SS, 2 LC = 200
Dreadnought w/ HF, MM, EA = 130
-Troops-
10-man Tactical Squad w/ FL. ML. PW in Rhino = 220
10-man Tactical Squad w/ FL. MM. PW = 185
5-man Tactical Squad w/ Combi-melta in Razorback w/ HB = 140
-Fast Attack-
Land Speeder w/ HF. MM = 70
Land Speeder w/ HF. MM = 70
-Heavy-
Land Raider Crusader w/ MM = 260
Land Raider Redeemer w/ MM = 250
Vindicator w/ SS, SB = 135
The essential change I made was drop a Dreadnought and the second tactical squads Rhino in favor of an additional 5 Marines in a Razorback. I am finding that I tend to stick a unit in a transport and park it on an objective anyways. The squad without a ride is going to either all jump into a Land Raider Crusader or combat squad and fill both Land Raiders (with the Terminators Deep Striking) depending on the opponent and the mission. Vulkan can be a wild card, as he has so many different configurations on who he rides with. Heck, I might stick him in the Razorback and surprise the forward advance of an enemy army with him.

I think now your dread is lacking. Without a buddy he's toast man. I would drop him for another speeder and with the extra point upgrade the tacs to have PF's.
Apart from that I would personally run either 4 TH/SS 1 TLC or just all TH/SS which is better in a vulcan list IMHO.

I would do the following:
Drop the dread.
Drop the power weapons in the tac squads.
Now have 160pts.
Double the number of hf/mm speeders.
20pts left.
Upgrade the ml to a lascannon.
Change the flamers in the tac squads to meltas.
Go with all th/ss on the termies.

That mirrors alot of what i was thinking except i feel that in a rhino the squad should have a MM not a Lascannon, with the mobility they can get it in range fairly reliabley

I have run single Dreadnoughts before with no problem, it's all how you play them. A single Dreadnought is good at helping to keep close objective. Offensively speaking I can agree that multiple Dreadnoughts are a must.

After much playtesting I have found the 2 LCs are almost mandatory. Too many times you want to take out a few models before the Init. 1 step.
I would do the following:
Drop the dread.
Drop the power weapons in the tac squads.
Now have 160pts.

20pts left.
Upgrade the ml to a lascannon.
Change the flamers in the tac squads to meltas.
Go with all th/ss on the termies.
Interesting. Honestly, if I where to go with your advice, I would much rather get a Librarian with Null Zone in the list then more Speeders. Speeders are at best throw away units, and taking more then three is just handing Kill Points to your opponent (but I may be biased, I play against a lot of well played Guard and Orks).

Lascannons, while cheap, are lackluster in small numbers. I like to build my lists around as many mobile MMs I can fit into a list.
Thank you all for the advice. Here is a question, what would you sacrifice to get a 140 point Librarian into the list?

2 TLC might be useful, but you have vulcan with his initiative in the squad. For that reason, you don't need another pair of TLC. TBH if this is going to be competitive, TH/SS termies are the best things at taking down some big meanies and having TLC in there will hurt the squads survivability.

I would drop the sb on the vindi and add a hf to the second speeder. Swap out the ml in the tac squad for another mm.
I still think you should go with all th/ss, but ymmv.
Still would like to see the dread go bye-bye along with the power weapons and pick up 2 more mm/hf speeders, but meh.
Power weapons on tac squads are fail, imho.
