Could this "count as" as griffon mortar in a tournament

I want to use it on a platform that is the same dimensions as a chimera, however, instead of it being a chimera its a mobile armored emplacement with crew around it.

Or would it have to be mounted in the back of a chimera chassis?

Sorry, but that is nowhere near close to a Griffon. Put it on a Chimera Chassis.
At best I would let you use it as an Impressive Mortar Heavy Weapons Team

The only person who can tell you whether it would be allowed in any given tournament is the organiser of that tournament.

I would think it's a bit small as is though. Either mounting it on a tank, building it into a chimera-sized bunker, or converting it onto some sort chimera-sized mobile platform would go a long way towards making it more acceptable.

Like in any other case with a question of this nature; ask the tournament organizer.
Showing up at a tournament stating; "The guys on the Internet says it is OK" will only make you look foolish.

Agreed - I think they only way you could pull this off is if you look at the forge world model and make your mod so similar that people would instantly recognize it. Tough to do, but not impossible. Then again, you could just order the forge world model.

RAW-you need permission from TO.

Real world, if you're using the same base footprint as a chimera then this is a scenic alternative. After all, unless I am mistaken, that is an actual griffon mortar. I would build up the base with lots of sand bag walls and a heavy bolter emplacement in approximately the correct position as where it would be on a chimera (same to same for a heavy stubber if using that option).

I would just get a chimera chasis. Leave off the back hull and take the wheels off the griffin and place it on the rear deck of the chimera. Problem solved. If you have the cash to spring for a FW mortar team a chimera isn't a problem.
