With the new IG codex, the fact that 5 weapons can fired from the hatch is pretty nice. However, does this also translate to DH Rhino's say with an Inquisitor Lord? Say with a Psycannon, and a Gun Servitor with a Heavy Weapons. Also while still being on Chimera's, is there any restriction to heavy weapons being fired from there? Mainly for the Harker/AC/3xPlasma squad. Also are these considered open hatched for the round like they were in the previous edition?

DH Chimera != IG Chimera.
DH Rhino != SM Rhino

Follow the rules in your codex. DH Rhinos have 1 Fire point, DH Chimeras have 2 and both count as open topped if the top hatches are used if any of the passengers have a 4+, 5+ or 6+ armour save.
As for heavies, no, there is no Restriction in either the DH or the SM/IG codexes. Also no, IG chimeras do not count as open topped. DH Ones do however.

While there is no restriction on firing heavy weapons from a vehicle's firing point note that if the vehicle moved then the heavy weapons may not be fired(as the passengers count as having moved too). Harker is obviously an exception given he has relentless, but the Auto Cannon team could fire only when the vehicle was stationary.

Incidentally, you can do (as I do) and buy an IG chimera for one of your guard squads and them move the inquisitor into it first round. Its cheaper and provides more firepoints, but exposes your inq (a little if he's not surrounded by other vehicles).
