I read the rule in the 5th ed book, and it states if some vehicles take 1 hit, it is doubled to 2 and if it is a non vehicle unit any unsaved wounds are doubled to 2. How would you know what vehicle/non-vehicle units this rule applies to?

It is a Universal Special Rule and as such it would appear in the special rules section of that unit. Alternatively they could have the Swarm special rule which gives them the Vulnerable to Blasts/Templates rule.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

My question would then be, if I don't know the other persons Codex very well... how would I know if it effected them? I know the obvious answer is to ask, but that seems rude.

No, you ask them "Let me read your codex so I know all the special rules each unit has", or "Will you tell me what Special Rules This, This and This have?"

Well first off if it looks like a swarm you are pretty safe to ask. Secondly, your opponent should be telling you that it is vulnerable to blasts if it becomes relevant.

Following are the only swarms that i can think of ...Tyranid ripper swarms, ripper swarms with wings, and necron scarabs.

All open topped vehicle are also vulnerable to blasts.

Vehicles aren't vulnerable to anything. Open-topped simply means that you add 1 to any roll on the damage table.

I believe he is questioning why they listed the effects Vunerable to Blast has on vehicles if no vehicles are Vunerable to Blast.

CYA is the best answer I know.

i read the vulnerable to blast rule and just assumed that it still worked the same as in 4th ... never checked till today

Well I rarely go up against or field open topped vehicles ... normally I (or my opponent) just melta them to death so its never come up
