In the WoC army, can a sorceror riding a Disc of Tz join a unit?

No he can't due to him being a US2 model. If you have a model with US1 and ability to fly it may join units (for example: herald of tzeentch w/ winged horror).

Models with flying MOUNTS of any size may not join units.

Models who can "fly" themselves can join units, barring other exceptions....

Which is why Valkia can join a unit, for example, but a Vampire on Hellsteed cannot.

Can't you join Characters with US2 mounts into infantry models (I.E. Horses)

But no, because he is on a flying mount.

Yes mounted models can US2 has nothing to do with it, flying mounts obviously can't though.
