From my understanding (not an SM player) it's the extra attacks that go at I1 not hte tech marine himself

In HTH using his harness to dish out 2 S8 attacks = yes.

BlueDagger is correct. They are additional attacks above and beyond his normal spread, and go at I1.

so, does he take his normal HTH at I4, and then the servo-harness attacks at I1?
Or are you not allowed to split initiative like that?

In this case since it is a special weapon, you can.
And in case anyone was wondering, the extra attack you get from charging is a bonus regular attack, not a S 8 powerfist attack.

Servo arms are seperate extra attacks.
His standard wargear still follows all rules, so a Thunderhammer would also be ini 1.
But a power-weapon or any pistol would go at ini 4.

As per split Initiative The Nids have been doing it for ages with Bio-Acid, which is done at I x2. That been said it was for 4TH Edition, not the newest. I don't see any problem with the I being split though.
