The two thoughts I have come to is:
A. Casualties from shooting and assault are taken into effect immediatelty for morale
B. Those two instances require immediate action wereas the tally man is at the begginning of theDemon player turn

Seeing as it says the Necron is only damaged, and not removed as a casualty, and it also says that you ignore damaged Necrons for all normal game purposes leaves me to believe that you get your kill tally after the Necron fails it's
WBB. However, if it's based off of wounds, instead of casualties than you'd get your tally when the Necrons fall down, and before their
WBB. It all depends on how the tally man rule is worded, I don't have that army's codex, so I couldn't tell you for sure. Maybe you could quote the rule?
