With Horrors I'd go for the MSU theory, 4 - 6 units of 10 for all those lovely power dice/dispel dice is a great benefit to the army.
Your going to need to the Great Standard of Sundering in there somewhere especially if you playing armies like Vamps, Marked Chaos (and Daemons) and generally any type of Elves as they all as a rule of thumb use there own lores of magic so you can effectively minimise there magic phase.#
I'd probably say 1 less herald, swap one of to have the GSS and your done for your Characters. I've borrowed my mates daemon army on a few occasions and the Blue Scribes seem to be a very hit and miss unit, sometimes they are effective others they can be pretty much useless.
I may suggest a unit of Screamers for march blocking/warmachine hunting and with there slash attacks they can minimise the effect fast cav can have on an army like this.
Other than that it seems like a really solid Tzeentchy list, but again I'd recommend cutting down your Horrors to units of 10, bigger units just don't perform well enough even with the extra spells they gain.
