I recently played a 1750 game against my friend who plays Eldar, I play Chaos. Since we've never been able to beat each other he decided to take a Farseer on jetbike with 3 Warlocks on bikes, and then Eldrad with 5-6 Warlocks. I was wondering what the best defense/attack or tactics to use against him? What should I take to counter this since we'll play again because this past game got rained out.

3 man council with farseer..thats hardly a council at all. you shoot them. preferably with str 6 weapons and they will die. or just let them assault you and direct all your normal attacks at locks and str6+ weapons at seer.
Eldrad and 5 locks....no fleet. so just shoot them and stay 12 inches away from them.
if he runs his wave up to you for a next turn charge you run behind his wave and block his access..he will be forced to move to get out next turn which means no assaulting.

I'd take a full Council in a Serpent led by Eldrad. This is a perfect anvil unit.
If you want to turn it into a hammer unit, then add Yriel.

-Shoot both of them and try and get rid of Eldrad first if you have a demon prine or sorceror as he really buggers up their powers and the psykers can be used to kill the seer.

Iago, easier said than done. Huge units of Orks or gaunts (and possibly 10-man squads of Plague Marines) are really the only way to do that. 6 Seers (one with a powerweapon) will fight their way out over several turns, usually. But if you do have one of the units mentioned above, tying them up is great.
A related means of dealing with them is to distract them with something, preferably something they have to chase. Then kill the rest of the army.
The smaller bike council- yeah, just shoot that to death. Even bolters will do.
Thing is, a wuestenfux points out, you need to worry about the hammer unit that usually accompanies such an anvil. If someone has 2 councils, they may not have bought a hammer unit (an error IMO). But if they did, target that hammer unit and kill it off. If you do so, the power of the council is significantly reduced. They can tie you up and even whup less-armored troops, but usually not fast enough to get you off of an objective on the last turn, etc.

A squad of tzeentch terminators led by abbydabby will kill them and their fancy power weapons. A squad of tzeentch chaos space marines led by a pfist champ will do similar things for somewhat cheaper. If you wanna wipe them out in one turn use a squad of 'zerkers with a pfist in a land raider. If they're on foot use a vindicator.

Like most people have said, shoot the small biker squad, 4 bikes won't last long, even if its just bolter fire.
For the large unit I would personally use bezerkers...that many attacks should kill off an eldrad council.

Remember, the best defense you have against witchblades is 2+ armor. Icon of Tzeentch on terminators would be a waste, as would Nurgle. Slaanesh or Khorne would be the best, since the extra Initiative will allow you to go at the same time (or first if they don't have enhance) and the extra attack is never a bad idea.
Also, re-rollable 3+ saves from the bikers can be very tough, and you are probably better off rolling that unit in assault with terminators as well. The witchblades bounce off of 2+ armor and the termi's powerweapons will force the warlocks to take their 4+ save. Don't forget that eldar bikes are T4 though.
EDIT:
Oh, and if you have Rhinos or Land Raiders or whatever, then TANK SHOCK! Make sure to only contact one biker so only one gets to attempt to DoG (which will have a rather cruddy chance anyway) and force them to take those LD tests. If they don't have embolden, they will be chased off the board in short order.

Watch out for a Librarian with null zone. He can make your day.

Only 1 out of 3 missions requires you to kill your enemy. The other 2 are objective missions and with huge piles of points tied up in non-scoring HQ units, I think you can win this fairly easily. The trick is to forget about killing the HQ units and just tie them up. Terminators would be the best thing for this since their 2+ save really gives the witchblades problems. The other thing that would work well is plague marines. A 3+ save followed up by a 4+ feel no pain is going to take a long long time for the warlocks to chew though. In the mean time, you can have the rest of your army moving out and securing objectives.

However, with Yriel and Eldrad in the squad, the situation changes. Both hit at 3+ and wound on 2+ without armor save. Such a squad can take down small Termie squads quite easily.

Well, this will take up a great sum of his points. Obliterator swarm would handle it quite nicely, though (think of massed plasma cannon fire, then think of the Eldar getting hit by it). I would focus you first few turns of shooting on the rest of his army, as it is probably easier to kill and contains most of his scoring units.
