Would it be ok to take Commander Longknife (Shas O R'Myr) and just count him as an XV8 Commander with 2 Plasma Guns and a Shield Generator? I really like the model and would love to field him but if I cannot use him, proxy or not, then I cant see the point of buying him.

Also, as his rules can be downloaded from the Forge World site without buying Imperial Armour 3, would I need my opponent's permission to field him, because as far as I am concerned, youonly need their permission if you are using rules from Imperial Armour volumes.

Yes, of course. Make sure to mention that to your opponent before the game starts. He's a beautiful model. I'd buy a Tau army if the suits were more like him.

A forgeworld special character as a regular model of the same type?

That's perfectly fine, just tell your opponent what he is as you deploy him.

You never really need opponent's permission to use the models from Forgeworld without the rules.

Anuvver fing - when they do sumfing, they try to make it look like somfink else to confuse everybody. When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it.

Just to clarify though, you really should check with your opponent before using R'Myr with his Forgeworld rules, even if they are available outside of the Imperial Armour books. Anything outside of the latest version of the appropriate official Games Workshop codex for your army requires your opponent's permission to play. No, there's not an actual rule stating this anywhere, but there's also no rule stating that your opponent has to let you use it, either. Above all else it's just common courtesy to ask.
