Short and simple, could a Falcon with Star Engines use them to ram? A Falcon moving 36' would hit a Land Raider at Strenth 14, causing an instant penetrating hit. Is this correct?

Well, since tank shocks/rams replace a "normal move," I think that a star-engine shooting-phase movement is far enough from the "normal" to not be eligible for replacement with a ram.
However, since "normal move" is not defined at all... I've seen it argued relatively convincingly the other way.
Honestly, I think the rules are so vague here, that I would not do it, out of respect for my opponent.

Using Star Engines in the Shooting phase as a Ramming movement is a debatable point for either side. It is not clearly definded for either side of the debate. Leave it to you gaming group or judges to decide.

Since this is similar
Okay this is what happened to me and I let it slide as I was like yea I think that can happen.
I was playing against eldar and I was playing marines.
Now He declared he was moving 24 inches then ramming 2 rhinos that were in line with the wave serpent.
The first rhino was 18 and the second was about 22 he destroyed the first with a result of 5 and then destored the second with a result of 6.
Here is the thing because of the size of the first one we were unsure of whether he would tank shock the passengers from the first one.

According to the rules for ramming, any infantry units in the vehicle's path are tank shocked. So, if the first vehicle was wrecked, and you disembarked in the path of the wave serpent, then yes, they'd be tank shocked.
However!!
It depends on how you resolve the timing. GW does not have rules for the timing of events, except in a few specific places.
I would almost think that you would have to resolve the entire ram move before the tank actually became a wreck.... but in order for the wave serpent to continue it's ram, the first vehicle has to be a wreck... so I'm thinking it would go like this:
hit first vehicle, work out damage results
vehicle is wrecked, disembark troops, as according to the rules for wrecked transports (it is only after the troops disembark that the vehicle is officially a wreck)
if the troops are in the path of the ramming vehicle, perform tank shock (as per the rules for ramming)
continue on to the next vehicle.

Thats how we worked it; The wave serpent is so damn huge that it hit it on the side with access point and toward the rear. It was a funny angle. There was not a way to disembark and not be in the path of that thing even with emergency disembark and remain coherency.
We resolved the ram; I put out my troops, he continued as the tank was a wreck. His path led him over my troops, they succeeded and got out of the way, he struck the next rhino.

When declaring how far you move you then actually move the model into base contact with the vehicle. If the troops had to disembark you'd have to pile them out in the normal diembark fashion while being 1" away from his tank. The tank then STOPS because he didn't destroy the vehicle. Rulebook page 69 last paragraph in ramming. A skimmer doesn't automatically jump over the wreckage as it used it's momentum to slam into the vehicle that didn't go boom and as such stops. No tank shock would occurer during this as the slam from ramming the tank would halt the ram attack at that point.

After a vehicle becomes a wreck, it is terrain, which skimmers may move over freely.... however the rules on page 69 do specify that the vehicle must explode for the ram to continue.

Yes, the rules are very clear that if it doesn't go boom then you stop dead in your tracks.
Think of it as a cheesy hollywood action movie where the semi slams into the trailer of another semi. If it's going fast enough the trailer blows up and the other semi keeps going through like nothing happened, but if it's going too slow then it slams into it in a spectacular fashion and stops at the point of impact.
Not exactly the same, but you catch where I'm going with it.
