Angron got rules a while back in White Dwarf, and I know that's because he's the only one who leave the Warp to go kill things, but let's give the other Daemon Primarchs rules anyway, just for kicks.
Mortarion of the Death Guard

Unit type: Monstrous Creature
Special rules: Feel no Pain, Lord of Decay, Hideous Visage, Eternal Warrior.
Wargear: The Black Death, Shroud of the Reaper.
Points Cost: 777
Lord of Decay: Mortarion is the greatest of Nurgle's champions, and bears the most horrendous diseases to share with the galaxy. He may use all the Nurgle psychic powers described in Codex: Chaos Daemons as well as the Nurgle's Rot psychic power from Codex: Chaos Space Marines. He does not have to pass a psychic test to use any of these powers.
Hideous Visage: Rarely does Mortarion lift his heavy hood, but when he does, it is a horrifying sight. Tiny Plague Daemons shift around under his skin, his flesh is rotten and wasted, and pus oozes from the tears and buboes on his skin. All models except Daemons of Nurgle or Chaos Marines with the Mark of Nurgle have a -2 penalty to their leadership within 12" of Mortarion.
The Black Death: This mighty weapon of Nurgle takes the form of an ancient scythe, the blade rusted and jagged, the haft made of warped, petrified wood. Foul slime and disease constantly drips from the blade, causing those wounded by it to be reduced to twisted, disease-racked corpses in a matter of seconds. The Black Death is a close combat weapon that wounds on a 2+ and causes Instant Death. Nurgle Daemons and Chaos Marines with the Mark of Nurgle are immune to its special rules.
Shroud of the Reaper: In order to hide his twisted and terrible form, Mortarion wears a long and tattered hooded robe. As with all things that he touches, it is a festering hive of disease, containing thousands of swarming, disease-ridden insects, courtesy of Typhus and the Destroyer Plague. It allows Mortarion to make a shooting attack that uses the following profile: Str: N/A, AP: 5, Range: Template, always wounds on a 5+.
Well, this is basic stuff, and I came up with it in about 10 minutes because I'm bored. I'm going to stat the other Daemon Primarchs later.

A demon primarch is probably better at fighting than your standard DP and so should be WS8+ rather than just 7.
Only 6 wounds doesnt seems like much for the demon primarch of nurgle
You havent included an attacks characteristic at all. It should be around 5-7
Seeing as this is for apoc, he should be a garganutan creaturer rather than just a monstrous creature
They way you have worded 'Lord of Decay' doesnt work because the demon codex doesnt use psychic powers at all. You should be more specific with what powers and abilities he does and dosent have. Also if he has multiple powers but needs no psychic test to use them how many can he use a turn? You need to define this otherwise it will just be one.
'Shroud of the Reaper' doesnt seem very good. Making it use the hellstorm template would be better.
At the moment I think hes overcosted by a fair bit. He just doesnt have enough punch to justify paying that much for him.

all models in combat within 6 inches of Mortarion take a strength 5 hit no armor saves allowed. Both your opponents models and your models take the strength 4 hit. (units with mark of nurgle are already diseased and thus are immune) This is done in the beginning of combat before attacks are made.

Special rules-Eternal warrior,Lord of pleasure, Serpentine form, Daemon-bound, Fearless.
Wargear-The Rapiers of exstacy.
Lord of pleasure-Fulgim is the greatest of Slaaneshs champions, and has taken part in some of the most debauched acts in the galaxy. Fulgrim has the daemonic gifts Transfixing gaze and aura of acquiscne ( Pg:75, chaos daemons), as well as the pyschic power lash of submishion. He does not require a psychic test to use this power. In addition, Fulgrim may be accompanied by a retinue of 5-11 Daemonettes of Slaanesh, chosn as normal from the daemons army list.
Serpentine form-Fulgrims body is similar to that of a serpent, allowing him to move with great ease. Fulgrim has the fleet special rule, may move up to 12", and rolls 2d6 and chooses the highest when running.
Daemon-bound-Fulgrim is ultimately a slave in his own body, controlled by a powerfull daemon of Slaanesh. Fulgrim is affected by all powers that affect daemons, as well as having a 4+ invunerable save.
The rapiers of exstacy-Fulgrim carries 4 blades of chaos, each one deadly in it's own right. When Fulgrim assaults, or is assualted, roll a d6. He will have this power for the rest of the combat-1=Furious charge.
2, 3=+1 attack
4, 5=poisened attacks (3+)
6=d3 wounds for each wound inflicted
Any ideas for modifications and points cost  ?

what is this WS 8 blasphemy? The greatest swordsman the world has ever known, elevated to a deamon, AND has 4 arms is only WS 8?!!? Lucius is WS 7, and he was never a deamon OR a primarch. I know the whole 8=slaanesh thing, but come on, WS 8?

I understand that this is stats for the Daemon Primarchs, but how about the stats for the Pre-Heresy Primarchs. If anyone would like to brew up some rules, I would be no help because I despise all rule editions past 2nd. .... SO I just like reading what they can do lol

Wargear: The blade encarmine, The Spear of Telesto(*makes one attack per turn).
The Blade Encarmine: The Blade Encarmine is a relic of the Blood Angels. Wielded by the Blood Angels First Chapter Master Belarus, the sword is said to only respond to those who carry the gene code of Sanguinius. The Blade Encarmine is a master crafted Power weapon which adds +2 strength +1 Initiative,
The Spear of Telesto In combat, the spear can emit a blast of energy which vapourises anyone who doesn't have the blood of Sanguinius in his veins. Sanguinius can swing once per turn at one enemy model in addition to any other attacks, it strikes at STR 8 and is a master crafted power weapon, if you hit the model place a small black with the hole centered over the hit model, all models touching and under are hit the blast is Str 5 Ap 3 and never effects Blood Angels (Including Sanguinius).
Blood drinker:It is said that Sanguinius used to drink the blood of his fallen enemy. Every time Sanguinius kills an enemy Independant character he gains 1 wound on a D6 roll of 4+ (note that he only gains a wound for each model not each wound).
Foresight: There is a legend that Sanguinius foresaw his own death to represent this Sanguinius can attempt to foresee the oncoming battle and attempt to avoid oncoming danger by predicting it. If he is reduced to 1 wound he can foresee the oncoming attacks and attempts to avoid them on 4+ before any saves are taken but after they have rolled to hit.
Wings of Sanguinius: Huge Angelic wings gifted to Sanguinous by the Emperor allow Sanguinius to move with Flight. He may enter the board using the Deep Strike special rule if it is in effect and, if unattended by a retinue, may make Hit and Run attacks. Sanguinius has a 12" assault range.
Loved By Blood Angels: Sanguinius Loves his men and would rather die than see them suffer and vice versa for his men. All Blood Angels are at leadership 10, gain +2 attacks on the charge.
All around them the battle of the Emperors palace raged, Titans dueling each other, Space marine and Imperial Guardsmen alike fighting their heretical counterparts, both sides champions were untouchable, but out of all the climactic duels of individual champions there was no fight like that between the pristine, angel primarch of the blood angels; Sanguinius and the the Khornate Greater Daemon Ka'Bandha.
The two were god-like, each dwarfing their own warriors, the Khorne daemon's hands tightened their grip on the giant axe they held, and the angel drew his flaming sword, and stood at the ready with spear and sword in his hands.
But thats before they took to the air............
The daemon's impatience got the better of it and with a bloodthirsty roar it spouted wings and took to the air hurtling towards the angel, but all Ka'Bandha got from his opponent was a blast of energy from the Spear of Telesto and a slash from the Blade Encarmine, but before the daemon flew out of striking distance his axe flashed as it arced toward Sanguinus' head, who dodged it and had his weapons smashed from his hands in return.
But both were unfazed and fought hand to hand , the daemon gouging deep scars into the angels golden armour, while the angel punched and kicked into the daemons form, each blow sending the daemon down further towards the fast approaching ground and with a sound oddly like a sonic boom the opponents impacted and threw up a colossal dust cloud, but when the dust cleared the two champions were gone , back up fighting in the air above the battle.
For what seemed like hours of fighting in stalemate, Sanguinuis lifted Ka'Bandha to the skies and Smashed the Mighty daemon against the wall of the gate where it moved no more, and with a look of contempt towards the broken body of the deamon Saguinius ordered the Eternity Gate to be closed......
I liked it.
