Hello Dakka!
At my last game, I was wondering about the following question:
Where is the point at that you are no longer allowed to make changes to your list? Obviously, after the first turn started, you're not allowed to do that, otherwise it would be a bit ridiculous. However, what about right after a die roll decided which mission/which deployment? And after the decision who takes which side? When do you have to decide if you field your stormtroopers as infiltrating or deep-striking, your scouts as infiltrating or outflanking? When is the last point where you can change that decision?
Is there a passage in the rules about it?

If a unit has multiple ways it can deploy, like the Scouts you mentioned, which can infiltrate, scout, come from reserve or outflank, you have to decide at your deployment how you are going to deploy them.

When you deploy you must declare which units are infiltrating, outflanking, going into reserve, embarked on a vehicle in reserve, etc.
This is covered in the reserves section. (infiltrating isn't specifically mentioned but if they're not deployed, in reserve or in a drop-pod then they're going to be infiltrating!

I believe that making your army list is a point in the "Organizing the Battle"-section of the rules.
That will tell you when to make your army list, and it follows that you cannot change it at any point after that.

You can't change any Army List choices once you've started selecting missions, table setups etc. So you can't roll Annihilation, and then re-write your army list so you have less units, for example.
However, special deployment rules are usually declared during your deployment. The specifics are in each special rule, but generally you choose how (if) you will use Deep Strike, Infiltrate, Scouts, Outflank, Reserves etc when you are deploying your army. You can't change your mind after your deployment phase has ended.
