I don't know if any one has commented on this (they probably have) But I noticed this yesterday. How if you are on the top of a building you still get a cover save from a barrage weapon that hits from above. I think that they need to get this corrected once and for sure because I see tons of gamers with this issue.

I don't think you do get the cover save or rather it depends on the posistion of the hole in the centre of the template as the 'shot' counts as having come from there. Though I could see the argument that it is area terrain (the exception to the barrage rule) but this comes down to establishing all the terrain on the board before play begins.

To be honest i hate barage weapons they are insanly strong and call me a noob but it makes opponents to strong

You're a noob.

Most barrage weapons are low in strength, AP and numbers, which mean that they are only troublesome for a few armies. They can all be dealt with without too much effort. If you are having problems in game ask a question on the tactics forum and people will be happy to help.

I don't see how this is really a problem. If Barrage weapons ignored ALL cover they'd be stupidly overpowered, and the game would degrade into artillery vs artillery (Not that I have a problem with that, mind. I would actually LOVE that. But most people would get real bored real fast). And Guard, the veritable kings of Artillery, would be EVERYWHERE.

From a realistic stand point, it makes perfect sense for troopers to be hiding behind tree trunks or ducking under furniture or large pieces of rubble to withstand the blast. Area terrain is an abstract, after all. And you can't possibly tell me having an artillery shell land on you in an open street is the same as having one land on you in a giant pile of rubble and ruined walls.

According to the rules, you wouldn't get a cover save if the blasts center was over your guys. Remember, you always take saves from the center of the blast. Unless there are objects sticking up above the surface of the building, obstructing the blast, you would not get a save.

more specifically, buildings/ruins count as area terrain(unless you're playing some special rule for that) and barrage weapons always detonate at the highest level of a building/ruin (to simulate the arc of fire)
