I havn't got to look at the new sm codex yet but I've overheard the traits were taken out for custom chapters. If I wanted to make a new chapter would it just be a scheme with no special abilities?

SM codex is for plain space marines. If you are playing a special SM chapter then use that codex.

But if I wanted to create my own chapter are there no extra traits I can give?

No. Chapter traits no longer exist.
Instead there are a handful of special characters that give you gifferent abilities. You can call these characters and model them however you like to fit the theme.

If we were to play each other in a tournament, not only would I table you, I would murder you, your family, every woman you ever loved and burn down your house. I mean, what's the point in winning if you allow people that don't take the game seriously to live? |

The way it works now is that there are special characters that have their own chapter ability. If you take that special guy, you replace one of the SM rules with their chapter rule. And you can always buy one of the guys, paint him up different, and call him whatever name you want.
There is quite a few of these special characters, with some really varied and neat abilities. I miss the Chapter Traits, but the new way is enjoyable, at least for now.
Also, I think the Space Marines who had their own codexes can still be played with their old codex, but dont quote me on that.
Speaking of, what IS the correct plural of 'Codex'?

The SM codex does not effect DA, BA, BT. It does effect SW in the parts where the codex states "refer to SM codex" and a few other interesting areas.

If GW can't even use his majesty's english proper-like, I sha'n't think they'd do any better with a dead language.
I was taught the plural was codices.

Dictionaries list both codices and codexes as correct, though the spell check in Firefox doesn't like codexes. Dictionaries also list dice as a singular and plural, though I've never seen dice used for the singular until I picked up 40k.
