Alright I think after Abit more reading that ive narrowed down a necron list that will be more competitive at the 2k lvl here are the two that I came up with;
HQ
Lord
Destroyer
solar pulse
phase shifter
gaze of flame
warscyth
Deceiver
Troops
Warriors x 10
Warriors x 10

Destroyers x 5
Destroyers x 5
Scarabs w/Dfeilds x 10
Heavy

and the second version;

Destroyers x 5
Scarabs w/Dfeilds x 8

Alrighty, the first list has a destroyer lord running around with a pack of scarabs to munch Armour, cause trouble for the enemy in their back lines and for a general nuisance factor. The second list drops the lord and a couple scarabs in favor of another Monolith.
Primary concern is as always in a low count list, phase out but on the other hand it should prove rather hard to pull off leaving my troops in reserve as you have to reduce me to 7 necrons making it impossible if even one squad of warriors are in reserve!
Let me know which you think is better Dakka! and why!

I would go with list 2. It will allow you to better protect your warriors, destroyers, and the Deceiver if you need to.

I'm not the biggest fan of those lists, and I doubt they would win many games. Your strategy is to leave one of your squads in reserve and hope they come in late enough to ensure your other models have cleaned the board.
The problem is that 2/3 of the games you play are objective based. You have 2 scoring units, and while your strategy of having them come into the game from a monolith by and objective is a sound one, you just don't have enough scoring units to actually WIN games. On Capture and Control missions, its very hard for you to grab 2 objectives. Your best hope is to contest one and control the other.
In the age of meltaguns, battlecannons, and powerfists, its not that difficult to prevent WBB rolls. Wiping even 1 of your warrior squads makes it significantly harder to win those games, and if both are wiped your well on your way to a phase out.
Speaking of phase out, dropping 23 models is not that hard for a 2000 point list.
I would advise dropping some of your high cost units and putting more metal asses on the table.

While labmouse has valid concerns, I've seen 40kenthusiast do extremely well (placing just outside of continuing to the finals) with similar lists two years in a row now at Ard Boyz with no more warriors than listed here, although I believe he uses Pariahs or more Destroyers rather than the Scarabs. Seriously, look up some of his stuff, I'm almost certain he posted his list for the semi's around here somewhere.

I'm sure it can be done, I just think risky.
If you have only 2 scoring units, you need to try and control one or two objectives (depending on how many are on the board) and contest the others. You can use monoliths to contest -- which are fantastic for this purpose being nigh-invulnerable (Just like The Tick!)
Your other option is try just literally try and wipe your opponent off the board. Again, this seems like a risky option, as you might get unlucky. If your opponet is using a drop pod army and decides not to come in on the first turn, the necron player can have as few as 3 turns to shoot at the drop pod army. (Assuming necron player went first, and the game ends on turn 5).

Thanks for the comments guys, Actually I modeled the list close to what 40kenthusiast seems to do. You do bring a good point to the table though in that he uses more destroyers , its possible for me to have 3 squads of 4 destroyers which would provide a firepower boost.
My only concern is that I would lose my tarpit / encircle and transport wipe ball as even with eight of them they can fully encircle say a land raider then with 32 attacks 5 on average will glance giving a chance to rip off its weapons immobilize it and then force a wrecked result making them bail out and be destroyed as they cannot get by the scarabs the tactic has proven quite valuable in the past especially if the destroyers have already immobilized their target.
Another note is that all the warriors sit in reserve not just one squad, the monoliths head to objectives and pop out the troops only when they have to, the deceiver of course playing goalie and protecting any crons that prematurely pop out. sill though things do go wrong and I realize that so I cant plan for every contingency....just most of them
