So if I take a space marine captain on a bike then my bikers can be taken as troops.

However the bikes have to be in squads of at least 5.

So the question is, do attack bikes count as 2 models for this?

When bikes combat squad, attack bikes count as 2 models, but it doesn't specifically say anywhere (that I can see) that they normally count as two models.

Basically can I take 3 bikers and 1 attack bike as a troops choice or does it have to be 4 bikes and 1 attack bike?

Going by the wording of the Bike Squad's Combat Squad rule, the attack bike only counts as two models for the purposes of splitting into combat squads.

So no, it doesn't count as two for the Captain's rule.

If that were the case, each Attack Bike in an Attack Bike Squad would cost 80 points (40 points per model) before upgrades.

Nope, except for combat squads, Attack Bikes are a single model. So you have to take 4 Regular Bikes and 1 Attack Bike to count as Troops.
