I originally supported the C4C program, but the more I read about it the more I don't like. This article only serves to highlight the many problems something like this can cause. I am realizing again that the best thing for this is to keep the government out of this type of stuff and just let the auto market balance itself out.

I'd need to see some cost statistics in order to formulate an opinion. Though it is certainly an interesting issue from a economic perspective.
Essentially the question is: Is the supply contraction in the used auto market offset by the price reduction in the new auto market?

Viewed from a macro-economic angle that is correct.
However, the livelihoods of small businesses and individuals are affected too, who won't care about the big picture.
All taxes and subsidies distort the normal market and cause this kind of imbalance.
