So i was playing a small game with my new master of the forge and i ran into a small problem. I shot at one unit in 43" range but scattered towards me and rolled  so i scattered 7" and landed on a new unit. Now my question is this, am i working out my gun on the new strength or the strength of the original target i shot at?

You only measure the distance before rolling scatter. Its position after the scatter roll does not matter for the range. The scatter does not change which profile you are using when you shoot.

Actually Dracos, the Beamer says to measure the range after scatter to determine the effect.

Yeah I know, I suppose it's to prevent it scattering 12" back the way it came and still getting the higher strength, or something.

That's a terrible piece of rule writing. The rules for blasts say to measure before scatter. Why have the firer measure again after?

Because it's a special weapon only available to 1 unit in the game. Thus, it has special rules.

It also makes sense. The gun builds strength based on the distance the shot travels. It would be silly to A) fire at a unit only to scatter back the way you came, and still get the higher strength because your disintegrator ray 'meant to hit the guys over there'. OR B) to scatter farther away then the original target only to have same said disintegrator ray not work at its full strength because it somehow 'didn't mean to go over here.'

Not really, the reason conversion beamers are more dangerous at range is due to the ease of keeping the beam on a moving target longer (like following someone with a flashlight, you need to move more to keep them lit up if they are closer to you), and more of the target being converted to energy, hence a stronger blast.
At least that was the old fluff...apparently (upon checking the new description) its changed now.

fascinating, I never realized there was the second measure after scatter for the weapon. Sad to say, but we only fiddled with the thing for a while around here and even then we barely glanced at its stats to reference range v. power.
