Doing dares in a public place is even more stupid because you'll be causing inconvenience to people. Not to mention you'll just look like idiots and you could even get the police/security guards onto you.

Dares in private are fine since you only risk hurting yourselves.
Dares in public are incredibly childish and irresponsible since they usually focus on acting like idiots which tends to scare, intimidate or humiliate other people who are not involved in your "fun".
Your excuse that you got "outvoted" is the lamest thing I have read all week, and I've been spending a lot of time on icanhascheeseburger.com lately too.
