Bought a Warwalker squad box for cheap today($50), and I'm looking at the sprues... and I only got 3 of each weapon, one per walker. Is this how it's supposed to be? If so, how do I represent 2 scatter lasers on each walker?

You need multiple weapon sets to do a squadron each with two scatter lasers (GW sell the weapon sets on their own ).

Well then, that sucks ass. Well, my plan for 1500 points was over anyway, so I'll just use Scatter+Shurikun. Save myself 30 points and $30 and I'll only lose 3 shots. No way in hell am I going to justify GW's bs idea of making you buy accessories seperatly.

Or do what other people do.

1) cruise bits sites (bits & kits and the like)
2) trade with friends.

Myself, I have 7 walkers. 3 have paired scatter lasers, 4 have scatter laser + starcannon. (6 of the 7 walkers are metal). Weapons were traded and swapped out from (metal) guardian weapons platforms, plastic guardian weapons platforms, vypers and 2nd hand sources.
[after the plastic kit came out, I picked up two metal walkers with paired scatter lasers for $30 at a tourney 2nd hand table.]

It's no big deal. I need to shave 50 points off of my 1500 list anyway, and cutting 3 shots from some War Walkers should fill most of that.
