Been reading some in the rulebook, and I have found that the movement rules contradict each other somewhat.

Deth kopta is a jetbike, jetbikes are bikes that can fly over terrian. Bikes are also relentless and turboboosting.

Relentless gives the ability to fire all weapons regardless is they have moved current turn or previus turn. You can also assult after fireing weapons.

Turboboost gives the ability to go flat out up to 24", but a minimum of 18". But going flat out prevent firering any weapons. Also gives a 3+ cover save when going flat out.

Which rule wins regarding firering weapons?

Soo now to the question; can a Dethkopta turbo-bost 24", fire all weapons and then assult 6" with lets say buzzsaws? Plus get 3+ cover save.

Or is the movement limit 18" for firering all weapons and still be able to assult? and only a 4+ cover save?

No. Turbo Boosting prohibits them from shooting and assaulting. They would only gain the benefits of Relentless when moving normally, which means a maximum of 12"

Relentless grants them a bonus when moving.
Turbo Boosters apply certain restrictions when moving at a certain speed.

The more specific rule takes precedence.

As another way of looking at it, if one rule allows something, and another rule prohibits it, the only option that breaks no rule is to follow the prohibition.

insaniak is correct as ever. Turboboosting Specifically prohibits Shooting and Assault, so you cannot do it, even if you are relentless.

If you are looking to make up the speed and still assault remember that deff koptas are scouts and can move in the scout move before the first turn (and turbo boost that move if they want).

If you move less than 12", you may shoot heavy and rapid fire, and then assault 6". If you move over 12", you may not do anything else, unless you have a special rule (like a bigbomm) that allows you to. If you move over 18", you follow the rules for moving over 12" and get a 3+ cover save, which may be improved/decreased/ignored normally.
(Stealth, spy mask, and ignores cover weapons, respectively, in addition to any other applicable special rules or gear)

Also, it's been my interpretation that Eldar and DE jetbikes may not make their special 6" assault move, since they are not required to do it, and turbo-boosting prohibits all voluntary actions in the same turn.

Your interpretation is indeed correct

Slightly related to this - can a Deff Koptas turbo boost when they arrive from reserves via outflanking? Ie. Can they, on their arrival turn, move up to 24" from the edge of the table and drop Big Bomms on any models they fly over?

@OP: Turbo-boosting is turbo-boosting. Going flat out is something fast vehicles (not jetbikes) do.

@NoBanjo: They move on as if they had been placed just off the board edge and moved on as normal (except for Rage, which is ignored). So yes on both counts.

Confirming AJ is correct on both counts
