OK, first of all you need an HQ and two troops to begin an army. What you have here is an HQ and two elites. Also, this comes to a slightly random 335 points. Try building to about 500 points at the beginning, it's hard to play a game with less. Just three squads a side bashing each other is not a very fun game.
So, your command squad may be trying to do too many things at once. (Literally, you have a medic, standard bearer, and three weapons carriers, when there are only four guardsmen in the squad eligible for such upgrades) If you really want to give the squad medic and carapace armour, just go with three plasma guns (since the upgrades will help them survive weapons failures) which should be an excellent squad killing marines in small games.
Leaving the ratlings+psykers aside for a minute, you need troops. Take a good read of the codex, looking at veteran squads, infantry platoons, and penal legions. I suggest that you try penal legion squads (to represent fanatical fighters) and/or veteran squads with the forward sentries upgrade (a sort of stealth elite) to fit your theme. This will also save you having to worry about platoon organisation, which can be a headache if you're still getting your head around the force org.
