I won't suggest a special list for you, because there are many different builds that will work, and still quite a lot that are competitive. Do what you like. But one thing: Get a CCS as a HQ choice. In my opinion, the orders are what make IG interesting, and a CCS can issue two orders at 12", and interesting orders in that respect. Learn to work with orders, they can really save your day.

Dont do guardsmen, that is my advice
However, a good guard arm has a balance of kick ass tanks and piss weak infantry, where the infantry are use tocreate unfair fights and weigh down enemies
a mix of russes, veterans, platoons and an unrealated maticore

If your just starting out, a little tip:
When you buy your command squad, get an extra box of guardsmen and put the extra special weapons you get on them. Gives you either a special weapon squad or (as I use it) the ability to swap your special weaons around until you decide what you like (or to tailor to what your playing).
I know you can do this with other armies but the fact the guard have special weapon squads is added value for this.

I would play with...
HQ Command Squad
1 infantry unit (command squad 2x guardsmen [some] heavy weapons)
1 vet squad with special weapons + chimera
2x Leman Russ
That's about 1000-1200 points give or take and gives you the chance to play with all the main elements of Guard; orders, tanks, infantry and lots of heavy weapons.
From there you can decide on your style of play and expand the force.
