I want to do an army of pure spam, just for fun, silliness and putting down a real line of units on the table. Which of these would also be competitive to some degree?
VC with nothing but skellies and a few hounds for support. Im hoping I can at least start the game with 150+ skellies on the table. My problem is I have never played VC. I dont know how many models I need to start in my list vs. on hand to raise later.
Chaos Mortal Marauder horde. Many big units of half naked dudes with face paint. Support to make it competitive could be horsemen and dogs.
Empire with 100+ handgunners and 4 cannons. Problems include fitting that on the table and what do I fill the rest of the points with?

I'd say they are all competitive. Are you trying to determine which would be the best or the most fun to play?

Empire or VC are competitive when run horde style, as long as you get the heroes and unit mix right. Chaos mortals on the other hand can't raise the dead, and don't have the shooting. Much more difficult. It can be good, but the other choices are better (in a competitive setting). The hundred hand gunners is a good way to lose gaming friends, I would be careful about spamming that many shots. The rest of the points in the empire list would be sword men, fast cav, or the hellblaster volley gun.

I think the VC all anvil army would probably be the strongest of them, due to not being subject to Terror Bombs and the many Fear causing units out there.

I agree simply because of the spells, but a bunch of marauders marked with slaanesh would probably be quite fun, looks cool, can still flee charges and doesn't care about fear/terror. So that's what I voted for.

For sheer #'s on board, plus rules nonsense plus horde theme it's hard to beat a swarm BoC list.
If you forewent the actual effective troops and just went with horde after horde of Beasts you could have a preposterously vast army, all mixed up and jumbled skirmish style, coming on from every board edge with ambush. You'd lose to almost anything, but it would look like an awesome last stand for a second there.

All in all, fact is that Warhammer 40K has never been as balanced as it is now, and codex releases have never been as interesting as they are now (new units and vehicles and tons of new special rules/strategies each release -- not just the same old crap with a few changes in statlines and points costs).

I've always wanted to play the Brettonian archer swarm.
200 skirmishing archers with with all of your characters having the peasants vow, and being totally 100% ugly tooled for combat.
Then you have 2 or 3 units of knights that flank the giant mob of archers, that strike out and charge anything that gets within charge range of your ridiculous shooting phase. 200 shots has a very good chance of making your average unit just flat out dissappear.
BTW the 200 skirmishing archers and the 3 characters are all 1 unit.

I decided to go with the handgunner horde. In a vacuum I would go with the VC Skellie horde but an army tooled with advance knowledge of my tzeetch army will also do well against that.

I vote none of the above...
Skaven or NGs is where the real horde action is.
The last tourney I played in at 2500 points I had 247 models in my NG force including 4 characters, 10 fanatics and 2 giants. We got bonus points for killing/making flee half the enemy models at game end. I did it to my opponents every game, only lost it once, and that was barely and due to several diasterous Ld tests causing chain fleeing.
Skaven are the ultimate spam army, if you limit the toys you take, and pack in lots of slaves.
It is a rare day that theer are less than 250 models on the table when I play against them
The armies you listed above will bore you to tears within a few games... and your opponent, I mean who wants to run against a spam empire gunline?

Skaven are the horde army that is probably the easiest to go big or go home. Spamming clan rats and slaves, is the way to go if you really want to play rank and flank, with the ability to support with excellent magic, good shooting, and decent leadership because of rules.
Example:
Clanrats x25, standard, musician
Slaves x21, musician.
If I remember right is still under 200 pts, that for 2 ranked units, 1 of which is completely expendable, and doesn't causes panic except in other slaves. Slaves in a flank of a unit plus clanrats to the front, and cause mischief and often break elite units. When combined with shooting a warpfire thrower into that combat, your having ALOT of fun, and rolling ALOT of dice.
Skaven's fun, win or lose, something gonna die.

I dont want to paint NGs or Skaven but I did consider it. I like Skaven I just dont want to paint them for myself. When I paint armies for myself I am actually losing money unlike most people so I try and pick armies that paint up well.

25 strong blocks of Marauders with FC, lt.Armour, shield is 170 points. 10 Blocks of that is 1700. Blow the last 300 on Marks and your laughing.
