IG got a skimmer that can carry passengers but you can't embark because it's more than 2" above the board.

To answer the OP:

Fifth edition has been recieved with pretty open arms by most people. It's the tightest and smoothest rule set for 40k yet developed. Of the codices released since 5th edition was developed (including a few released before 5th was released) all of them are viable on a competitive stage. The true fourth edition codices (Tau, tyranids, Black Templars, Eldar, Dark Angels) have aged less well, and often suffer from a lack of multiple successful army archtypes. The remaining 3rd editions codices have stayed more or less in place, with the strong 3rd ed books staying strong (Dark Eldar, Witch Hunters) while Necrons took a huge hit in 5th due to the inability to glance vehicles to death as easily and changes in combat resolution. Daemonhunters are wacky, as they can field some effective builds centered around landraiders.

In general, fifth edition is the golden age of Mechanized armies. Most transports have gotten price drops, and they've all gotten more durable.

Only troops can score in standard missions, making elite armies of the past far less potent. Only Black Templars can still field 6 man las/plas squads, and even if they could, they're not very good anymore.

Cover saves are far more common. While it's not true that infantry always get a cover save, it's very, very likely that a unit you shoot at will enjoy a $+ cover save. Vehicles can now get a cover save, which requires them to be hull down, but a made save eliminates any damage.
