Just looking for a consensus on areas where skirmish games like Mordheim and Necromunda are lacking? I'm not just looking for stuff about equipment and what stuff your warband can get, but even core rules aspects.
One area I've identified is stuff like movement and interesting effects while locked in combat. It's a skirmish game, meaning it can have a bit more detail, but it seems that all that happens is still two units come together and you roll off dice, instead of say a swordfight in Princess Bride where two opponents move all over doing stunts.
Another aspect is ways to balance a new warband against a higher experienced warbands.
What are your peeves about this scale and style of wargaming, for both scifi and fantasy settings?

I want simple rules (Version 1 Necromunda) with good combat rules (Not V1 Necromunda).
I want "unit selection" to be simple, but indepth and for the game to have rules for using vehicles.
Basically cross Necromunda with Gorkamorka and 40K.
I'm thinking about making a skirmish rules set, but trying to find the time is the problem.

Historically, I've never been a fan of skirmish scale games, but Infinity changed all that. A small group of us have been true converts, and haven't really played anything else in over a month.
Here's what I look for in miniatures games in general:
1. Less meta-game. (Here's my anti-3+ saves list, my anti-Orks list, my anti-daemons list, etc.)
2. Less stat escalation (Somehow all the newer stuff is more powerful than the old stuff.)
3. Balance... (Notice that the best performing armies seemsto be from the newest codex?)
4. Better looking models. (Not all the factions need to look like trailer trash & red necks...)

But seriously a good mix between an RPG and a full on table top game is good.
I like each unit to be unique and be able to do unique things, but not be bogged down with TOO many rules per person.

How much detail would you want in unit/character customization?
Would you want to see something like an RPG system, or perhaps a more streamlined system that you'd see in a PC game like Diablo 2 where you have a skill tree and put points into it.

It really depends on how the rest of the game plays.
In some instances perks or feats would be good enough detail to customize a character, and in others it'd be great to delve into separate pieces of armor on each body part.
I don't think there is a single "golden formula" that guarantees a good skirmish game. Sometimes a single smart game mechanic can be buried under a tedious wave of useless rules, or heck even a boring setting can pretty much kill a game.

This is a fun topic.
First of all, for me, I think the best Skirmish is to be had in 15-20mm scale. This gives you a lot of game bang for less storage space and cost. I had rather spend $20 on a complete gang, rather than a 5 man unit. Also on a 4x4 table you can have a complete city block well presented with all of the trimmings, and it all stores in a single box.
Rules for these RPG-Lite games should have plenty of special skills for your leaders and heroes. Also vehicals are more fun IMO because you can go up the block, turn, come back, and get out of LOS while you move to attack a new area of the table. You need some fun, common sense rules for these actions too.

What I want in a skirmish game:
2 things: 2 set of rule and original rules for a wargame.
2 set of rules: Fast play / complete rule.
Fast play is for one night or first game.
Complete for model per model customisation and progression.
Original rules: Rule that cannot be use in normal wargames: exemple, progression of caracters (like in mordheim, necromunda...) The "Turn over" rule from Bloodbowl is also a great exemple.

Due to an awesome review by JP400 I have bought the game ALL THINGS ZOMBIE. This game inlcudes of course one off rules and rules for a campiagn, in both rural, suburban, and urban terrain. Rules for cars and most guns as well. Its a blast.
