Scout* USR says that the unit in question gets a pregame move, distance moved according to unit type as per RAW. The rules states "after both sides have deployed but before the first turn is taken...any Scouts* may make a normal move.

Now, per RAW it does not say the unit with Scout USR has to be deployed, it just says "after both sides are deployed but before the first player takes the first turn" Scout* moves are made. Going by strict RAW would my remaining Scout squads (after the 2 are deployed), LS Storms and the Scout bikes be able to "Scout" move onto the board pregame? If so that would make a 10th company army armed with lots of heavy weapons in squads not be at an inherent disadvantage 1/3rd the time and be absolute killer having 8 units on the board to my opponents 1-3 (and please no bashing a Scout army, it's not tourney competitive but is fun as Hell).

If it is not deployed, how does it move? It cannot move onto the board because it is not deployed until Turn 1.

Sorry, but this is utter rubbish.

+1 to above: how are you moving onto the boards? Only the "reserve" rules allow this, and Scout doesnt trigger this rule.

Sorry, but that is fair rubbish: you have nowhere to measure from, and you have no rule allowing Scout to trigger moving on from the table edge.
