According to that source, only Meridian remains as a recruiting world... and it's hardly ideal:
With only one recruiting planet, which hardly yields many applicants... and the HUGE losses taken in DoW 1, DoW 2, and various fluff campaigns... would it be safe to say the Blood Ravens are, pending further events in the fluff, F****d?
It is a sad day to be a Raven? :<

The DoW games are certainly canon.
The Blood Ravens aren't a dying chapter, but they've taken heavy losses in the past, most notably during the Kaurava campaign, when the Imperial Guard were forced to fight them again. They won on Kronus though, after having to fight the IG as well as Chaos and the Xenos. However, in two of the non-canon endings of Dark Crusade, the Eldar and Necrons destroy all the Space Marine corpses, denying them their geneseed and crippling the chapter.
