My tactical squads come naturally with boltguns and boltpistols. So, if I replace the boltguns with heavy weapons, and the squad moves, they can still fire their boltpistols.
Does that mean I have to find a holstered boltpistol bit and attach it to every model? Because I dont think the squad comes with enough of those bits. That would be silly, to give them basic equipment and not enough bits to represent it?
Also, frag/krak grenades suffer from the same issue, do they not? I bought several completed models from someone getting out of the hobby, and most dont have grenades on them. Do they just not get grenades?

Also, in a pure rules sense, WYSIWIG is only discussed under characters and says you need to show additional optional wargear (so your optional Heavy Bolter needs to be shown). Therefore anything that is default wargear (like your bolt pistol) doesn't fall under WYSIWIG as defined by GW and doesn't need to be modeled.
Of course you might want to check with any tourney you're planning to play at to see if their method differs, but the rulebook doesn't have a problem if you don't show the pistol.

GW's chaos space marines are illegal if you do, as they don't model their grenades nor do they model bolter AND bolt pistol and ccw, and CSM have all three.
You only need to represent upgrades. This also means you can have a scenic base of a space marine ripping apart a tyranid bare-handed with no bolter on the model and it'd still be legal [and cool!] as long as he wasn't your heavy weapon trooper or plasmagun or the like.

p. 47 Character models...tend to have a lot of options...The rule is that such equipment must be visually represented on the model.
"Such equipment" seems to refer to optional wargear. p. 3 The Citadel Minatures used to play games of Warhammer 40,000 are referred to as 'models' in the rules that follow.
I see nothing in the directions that came with my Citidel Miniatures Chaos Space Marines about building them with a bolter, bolt pistol, and CCW, and am frankly stumped as to how anyone would go about undertaking such an activity. I do not believe that it is possible to do so while still following the directions for "the Citadel Miniatures used to play games of Warhammer 40,000".

In support of Iron_Chaos_Brute, he doesn't even need to reference pg. 3 as pg. 47 specifically describes what is to be considered a "character" and therefore who needs a "character model." There are exactly two types;
1. Independent Characters
and
2. Upgrade characters (examples are 'leader' types like Sergeants or a Space Marine Veteran)
To be perfectly honest, reading that it doesn't even seem that the rules obligate you to show what Heavy Weapons a Devestator squad is equipped with (though I personally choose to interpret those as 'upgrade characters') But the rulebook clearly shows that as long as you're using official models you don't need to WYSIWIG grenades and other non-upgrades on regular squad members.

Of course, as I advised in my first post - you should always check with your TO as to how they require it for a given event as it seems to be one of the more popular things to house rule.
That said, RAW certainly has its own breakdown of how to handle WYSIWIG.
