Also so that if something ever came out that said "This model has to make a BS Check" or something, they could do it. Essentially its future proofing.

obviously, they still have to roll to hit for giving another unit the stinkeye when they're around 1-2" outside of charge range. the stat, as stated above, is just there for completeness sake, kinda like close combat stats for tau.

OK so Genestealers who have a BS of 0, can't give another unit the stinkeye when in 1-2" range? no fair!

Its the fact that Genestealers have a BS of 0, and the Hormagaunts have a BS of 3, and neither have ranged weapons options, that confused me.
So oh wise guys of DAKKADAKKA what's the reasoning behind that then?

Because they said so. Also because Hormagaunts are a Type of Gaunt, so share the same statline. Genestealers are a totally different type.
Also to allow Hormagaunts to fire things in Planetstrike (hows that for Futureproofing )

It may also be a legacy rule. In earlier versions of the Tyranid codex, you could mutate individual gaunts in a brood to have different weapons, like a little venom cannon. It mattered then. Not so much now.
