No worse than any other player-created codex I've seen.
I liked the artwork, but the rules changes are essentially an exercise in escapism. Also, I feel that pretend codexes based on rumors, hopes, and speculation can lead to some serious disappointment when some/most/all of it doesn't come true when the real codex is released.
I'd rather see people spend their time experimenting, practicing, and becoming more competitive with the Necron codex as it exists (and will exist for months and months) than running around thumping anyone silly/kind enough to let them play with a made-up 'dex.

Yeah, this one seems....well honestly not as good as some other fan made Necron codices....
-Phase Out after a failed Morale Check? Really? And why so much LD9 in an army that (fluff wise) should never fall back at all?
-Also, the specific To-Wound per gun thing is interesting (seen it in other fan Necron dexes), but I don't think it's the best idea ingame...
-Also, a couple bad changes to certain units (Wraiths for example...)
-Oh, also, no C'tan, and no new units (Both of which a lot of people want)
So yeah, overall, not too bad I GUESS, but definitely not the best fan Necron codex...
EDIT: Adding stuff and fixign spelling.
