Assuming you have two enemies, and they're locked in melee with each other, would you be allowed to fire into that melee? I assume one of the two units locked in melee would get a cover save.

In the rulebook, it states that you cannot fire into a close combat (page 41), but it goes on to say the justification for this is your units' fear of hitting their comrades. It would seem logical then that your units should be able to fire.

Are free-for-alls even an official game type?

They are actual rules for 40k, even if they are for non-standard gameplay.
