A buddy and myself have been playing these lists against each other quite a bit lately and most of the games have went one particular way. I'm curious as to how much of this is due to the lists and how much due to the players. Additionally, what ways can the lists exploit each other?

Depends.
If the enemy has not too many heavy weapons in the army, the Eldar army will rule the sky.

The Biker army with one LR and min-sized Bikers would not be my favorite.
The LR asks for getting smoked early in the game and then this army will eventually struggle.

I think the odds are fairly even. I voted for the Eldar army being stronger, because I think the ranged AT (Bright Lances) that the Eldar have could make the difference. Both sides have one very strong combat unit. The side that can take out the transport of the opposing unit at range (leaving the unit footslogging) will win this battle.

with all those long ranged weapons and the fire dragons the land speeders are doomed the turn they arrived.

The marines have lots of meltas. The eldar have lots of fast skimmers that are immune to the 2d6 meltas get. The only reliable AT the marines have is the LR + Hax termies, and it will die turn 3 if you are SUPER LUCKY.

I want to say the Eldar because its a nice list but that space marine list is a classic vulkan spam and those are a bitch when they get close reroll wound flamers reroll hit bs4 meltas.
