Ok, here's the scenario. A unit of Dark Elf Executioners charge a block of Saurus Warriors with a champion and a Scar-Veteran Battle Standard Bearer. The attacks bowl the first two ranks, but no attacks are allocated to the unit champion or hero.
Now, do either the champion or hero get to contribute attacks next round?

You got it. The champ and hero both have to have attacks directed at them to hurt them. The only exception is if the unit had 5 models left, including champ, and the chargers did 5+ unsaved wounds. But other than that, you have to directly attack them to get them.

Big enough to have a fall down template. Yup, that's me!

The way to think of it is: these models are still in Base to Base and have not been killed: why wouldn't they be able to attack?

Anyone in btb can attack; they are in btb, ergo they can attack.

That is the answer I came up with. This issue is that I cannot find ANYTHING within the rule book that provides a concrete answer one way or another. With the WHFB 'Ard Boyz just around the corner, I think this might come up and I'd greatly appreciate it if I had some proof to support my answer.. Otherwise, at best, I'll get to argue the point down to a dice off, which I'd rather not do if I KNOW I'm in the right.

That does appear to be the problem Scott. I emailed GW and have yet to hear a response from them on the subject, its been 4 days now and normally when i ask em a question they get back to me by the next day.

I suppose it will be one more thing that must be decided before the game starts along with which pieces of terrain count as hills for missile troops to fire in two ranks, offer cover bonuses and count as difficult, very difficult, or impassible terrain.

You have something concrete: the basic close combat rules states that models in Base Contact can attack in close combat. You still have the models in base contact, so they can atack.

It is really that simple: you will not find anything more "concrete" than this as it is a specific example of something that is already explicitly allowed: much like there aren o rules for deploying inside woods that are in your deployment zone as you are already told you can deploy anywhere you like, as long as it isnt impasable terrain (etc)

Agreed. I don't see how anyone can read it any other way

Because after casualties are removed you almost always still have models in B2B because they are the front rank?

Except,as the rules tell you, the casualties come from the front rank: you only remove from the back as a convenience.

The ruels are stunningly clear, it is the convenience abstraction that people are getting muddled up on...
