Arch Lector on War Alter, vs High Elf Prince on Dwagon, a challenging question :-)

The high elf prince charges the Arch Lector on the War Alter. Of course the Arch Lector issues a challenge and has both the horseman's speculum and the sword of +1strength and always goes first. The question is the challenge... Does the dwagon fight? Who can it fight? Does the war Alter fight and who does it fight?

Both the rider and the rides fight.

So the HE and his Dragon fight and the Arch Lector and his Chariot fight. Note though that the chariot needs to be engaged in the front, otherwise the horses cannot attack, though the chariot itself may still be hit in combat vs its WS (which is the WS of the horses, so they can defend but not fight, weird? yes).

Both rider and rider may declare attacks in the usual way and so can hit either/both the enemy ride or rider

No, you challenge characters, not their mounts (even though they still get to fight in the challenge)

But was there not some silly rule which said characters mounted on chariots dismount before fighting in a challenge?

Probably last edition.

Current BRB clearly indicates in rules for challenges that characters AND mounts fight. Otherwise you wouldn't have any fear of Dark Elf lords on Dragons with hatred.
