OK, if a bastion has alot of guys ontop of it say completely filling up the top can someone jump up and assault it theres no room for them to pile in. Furthermore how do you determine whos in combat and whos not. If assaulting squad falls back how many inches is it, or do they suffer falling damage, or difficult terrain penalty. I have looked for these rules just still have no consensus.

A bastion with guys on top is treated as an open topped vehicle, the guys on top are still in a (stationary) vehicle, which means you can't assault them until the bastion itself is destroyed. This is covered in the building section of the rulebook btw and I think is also mentioned in the Planetstrike book.
Off the top of my head I think that the situation you have described (assuming the bastion is dead here), where models are within assault range of a unit in a ruin where the entire floor is already occupied, is one of those grey areas of the rules. I usually play it that if the unit is within assault range it can still fight as normal, similar to the way units can fight through the defence lines in Planetstrike and you can usually work out roughly how many guys would be able to get their attacks.
There is no such thing is falling damage in 40k and units falling back ignore difficult terrain (but not impassable terrain) so usually whatever you roll is how far you move them back towards the table edge. Also covered in the rule book.

I would play it that they are in CC but leave the models where they are or put them as close as possible (just like when charging over really rough terrain and the peeps won't stand up)

When a bastion is intact it counts as a vehicle, ie. no assaulting the models on top.
When "exploded" it is replaced by a crater.
When "wrecked" becomes difficult terrain. Either replace it with a ruin or mark it as "wrecked".
If there is no room for enemy models, they cannot assault.

Thanks I dont know why i didn't read the buildings in rulebook. Mostly i read through the planet strike and I must have missed it. But that changes a lot because I know we played probably 10 planet strike games assaulting units on the top with jump infantry. It was my first planet strike game, and i have learned a lot of stuff we missed, and I picked wrong stratagems and didnt use the ones i had right so... All you can do is learn and play it right next time.
