So for Njal's special Lord of Tempests rule, it says it activates at the beginning of his turn. Does it activate if he is not on the board? For instance, he is in a drop pod?
Also, Only enemies in his LOS can be affected by the tempest's effects. Does that mean that only a unit he is facing is affected? TLOS draws a line from a model's eyes to the unit, so how can multiple units be affected?

Well, the second set of information you provided, gives the answer to your first.
-Can he have LOS if he isn't on the board? No.
-Can he have LOS if he is in an undeployed Drop Pod? No.
- TLOS is drawn from the model's point of view, and since this isn't Fantasy, the facing of infantry is relatively irrelevant. Since this model isn't firing a weapon (aka, no weapon barrel to draw line of sight from), then you could put him backwards for all I care...

Models may only pivot in the shooting phase when shooting a weapon. They cannot in any other case, and LoS is measured from the Eyes, so facing IS relevant ( RaW)

Do we assume that he's able to turn his head (like we assume that weapons on vehicles are able to move even if glued in place)? Twist a little at the waist? Dance a little jig? Or is he locked in the pose that he's in?
Does he require depth perception on the target? If so then the arc of vision is more limited than if we can draw LOS from one eye only...
ETA, a human has an almost 360 degree field of vision without moving their feet. I really don't see why facing should be an issue on an infantry model if we make the same assumptions as vehicles re things that are supposed to be able to move but are glued on the model.

They can also pivot in their movement phase too, The rule in question on page 11 says "...Infantry models can also be turned to face face their targets in the shooting phase, so don't worry about which way they are pointing at the end of their movement phase..." So, basically you can face any direction in the movement phase, and then 'pivot' again if you want to shoot at something not in front of them. ( RAW) But it is very true, that LOS must be traced from the 'eyes' of the model as detailed on page 16.
However, most, if not all, people I have ever seen play this game do not even bother with facing of the models ( a carry over from previous editions [4th most notably] in which the facing never mattered for infantry models).
Which sucks for my beloved wolves, as their are quite a few special rules that rely on LOS. Its like Phil had 4th ed rules in mind when he wrote this codex, I mean from this to the special rule for Bjorn and others that don't make too much sense in a 5th ed rule set....what was Phil smoking...

Nope, we follow the TLOS rules which tell us that you take the model in it's static pose and facing at that moment, and trace from the eyes. No depth perception needed!
Vehicle weapons are the same way, with the barrel as the eye, but they get an additional rule giving them an arc of movement. Infantry doesn't get that. It's obvious why they don't get it, but RAI they don't need it. RAI, facing doesn't matter, but if you follow the RAW it absolutely does.
It does suck for Wolves that they put a few rules in that are going to create nonsense over facing RAI vs RAW that has been able to be largely avoided entirely so far.

The second paragraph was more of a serious question. Do we need line of sight to one eye or both eyes? Big difference if the model isn't able to turn it's head.

Technically, two eyes I guess. Line of sight must be traced from the eyes of the firing model...
